What is an Executive Condominium?
The Ministry of National Development says ECs are priced about 20–30% below comparable private condos because of these restrictions. Once the MOP ends you can sell to Singapore Citizens and PRs, and after privatisation to anyone, including foreigners.
Who is eligible to buy a new EC?
- Citizenship: at least one applicant must be a Singapore Citizen; the household needs at least one other SC or SPR.
- Family nucleus: e.g. you and your spouse (and children), or a fiancé(e) couple; singles only under the Joint Singles Scheme.
- Income ceiling: S$16,000 a month for all persons listed in the application (as stated on HDB's EC eligibility page). For new units in EC projects whose land-sale tender closes on or after 24 Aug 2026, the ceiling is S$18,000 (MND/HDB announcement, 22 Aug 2026).
- Existing HDB owners: may apply, but must sell the flat within 6 months of EC key collection.
- Private property owners: must dispose of it and wait out 30 months before applying.

How do I upgrade from an HDB flat to an EC?
- Timing: your HDB sale must legally complete within 6 months of EC key collection, so many upgraders live in their flat until the EC is ready.
- Financing: HDB loans are not available for ECs. Get a bank in-principle approval and check the Mortgage Servicing Ratio (MSR) before booking.
- Resale levy: payable by second-timers who already enjoyed a housing subsidy.
- CPF: refund of CPF used (plus accrued interest) from your HDB sale returns to your OA and can fund the EC.

EC FAQ: direct answers
Short answers to the questions HDB upgraders and first-time buyers ask most about Executive Condos.
1What is an Executive Condominium (EC) in Singapore?
Flora He: An EC is a hybrid of public and private housing: a condo with full facilities, built and sold by a private developer, but with HDB-set eligibility rules (citizenship, family nucleus, income ceiling) and a Minimum Occupation Period (MOP). The government says ECs are priced around 20–30% below comparable private condos because of these restrictions.
2Who can buy a new EC from the developer?
Flora He: At least one applicant must be a Singapore Citizen, and you must form an eligible household with at least one other Singapore Citizen or Permanent Resident (e.g. spouse and children), or apply under the Joint Singles Scheme. The total household income must be within the EC income ceiling, and other HDB conditions on property ownership apply.
3What is the EC income ceiling in 2026?
Flora He: HDB's EC eligibility page currently states S$16,000 a month. From 24 August 2026, a higher S$18,000 ceiling applies only to new units in EC projects whose land-sale tender closes on or after that date; balance units and earlier sites stay at S$16,000. Always confirm the ceiling for your specific project with HDB and the developer.
4How much CPF Housing Grant can I get for an EC?
Flora He: First-timer families buying a new EC from the developer can get up to S$30,000 (SC/SC households earning S$10,000 or less a month). It steps down to S$20,000 and S$10,000 at higher incomes, and is nil above S$12,000. SC/SPR and first-timer/second-timer households get smaller amounts. The Enhanced CPF Housing Grant (EHG) is for HDB flats, not ECs.
5What is the MOP for an EC?
Flora He: It depends on when the land was sold. ECs on sites whose tender closed before 8 May 2026 have a 5-year MOP and are fully privatised after 10 years. For sites with tenders closing on or after 8 May 2026, the MOP is 10 years and privatisation is after 15 years. During the MOP you cannot sell, rent out the whole unit or buy another residential property.
6Can I buy an EC if I own an HDB flat?
Flora He: Yes, if you meet the eligibility rules. Your existing HDB flat must have met its MOP, and you must sell it within 6 months of collecting the keys to your EC (based on the legal completion date). Second-timers who have already enjoyed a housing subsidy pay a resale levy.
7Can I use an HDB loan for an EC?
Flora He: No. A new EC is financed with a bank loan, not an HDB housing loan. You can still use your CPF Ordinary Account savings for the downpayment and monthly instalments, subject to CPF limits. Because loan limits and the Mortgage Servicing Ratio affect your budget, get an in-principle approval from a bank before you book.
8EC vs resale HDB vs condo: which suits an HDB upgrader?
Flora He: An EC gives you condo living at a lower entry price than a private condo, but with an income ceiling, a long MOP and bank-loan financing. A resale HDB flat offers higher grants and immediate occupancy. A private condo has no MOP or income ceiling but costs more. The right choice depends on your income, grants, timeline and exit plan, so run the numbers first.
