What Changed in 2026 — and Why Your CPF Plan Needs a Rethink

For most of the last decade, the CPF-versus-cash decision was close to automatic. Your Ordinary Account earned 2.5 per cent, a competitive housing loan cost 1.4 to 1.6 per cent, so leaving money in CPF and borrowing was nearly free money. The rule of thumb wrote itself.

That rule no longer holds. Following the US Federal Reserve's 0.25 percentage point increase on 17 September 2026 — its first hike in three years — Singapore home loan rates moved up across the board. At least four fixed-rate packages for a S$500,000 loan have crossed 2 per cent, and Standard Chartered raised its one- and two-year fixed packages by 0.20 percentage points to 2.00 per cent on 1 October 2026. Compounded SORA — the Singapore Overnight Rate Average — has moved off its trough near 1.0 per cent to around 1.2 per cent, and most floating packages now sit in the 1.5 to 1.8 per cent range.

Meanwhile the land side of the equation repriced too. In the first week of October 2026, Far East Organization opened previews for The Serra Residences, a 133-unit freehold development in Novena, with guide prices from S$3,120 psf — about S$2.22 million for a two-bedroom unit from 710 square feet, on land the developer bought in 2010 for S$122 million. Prime central fringe freehold has been re-rated upward at the same moment the money to buy it got more expensive.

Put those two halves together and the CPF question stops being a rule of thumb and becomes a calculation. This page gives you the framework and the numbers.

Key point: CPF is not free money and it is not a bypass around the cash requirement. It is a capped, refundable, interest-bearing account with a mandatory return on sale.

The Three CPF Limits That Rule Everything

1. The Valuation Limit (VL)

The lower of the purchase price or the property's market value at the time of purchase. For HDB flats financed with an HDB concessionary loan, your combined CPF usage plus the outstanding loan is capped at the VL. This is the ceiling most upgraders hit without realising it.

2. The Withdrawal Limit (WL)

For private residential property, the WL is generally 120 per cent of the Valuation Limit. It gives more CPF headroom while servicing a bank loan, but it does not change the refund obligation — you are borrowing from your own retirement account, not accessing a benefit.

3. The Refund Plus Accrued Interest

When you sell, the CPF you used plus accrued interest — the interest your Ordinary Account would have earned had you not withdrawn it — is generally returned to your CPF account before any cash proceeds are released. Exception: if you are 55 or older and selling your last residential property, conditions may allow you to keep the refundable amount as cash.

CPF vs Mortgage — Why 2.5% Is Now the Line That Matters

Your CPF Ordinary Account earns 2.5 per cent (base rate). Your loan costs something. The comparison between those two numbers is the whole decision.

InstrumentIndicative rate, Oct 2026Implication
CPF Ordinary Account2.50%What your money earns if left alone
Competitive 3-year fixed package~2.00–2.20%Cheaper than CPF — borrowing while holding CPF still works
Higher fixed packages reportedup to ~2.55%Costlier than CPF — using CPF to pay down now saves more
Compounded SORA (1m / 3m)~1.20%Floating base, off its ~1.0% Q2 2026 trough
Typical floating package1.50–1.80%Still below CPF, but the cushion is thinner

The practical rule: if your effective loan rate sits below 2.5 per cent, leaving CPF invested and servicing the loan from income is arithmetically reasonable. If it sits above 2.5 per cent, every dollar of CPF you leave in the account while paying that loan is a real, measurable drag. With packages now spanning roughly 2.00 to 2.55 per cent, you are sitting across that line — which is why this is now a case-by-case calculation rather than a blanket rule.

Do not forget: CPF accrues interest that must be refunded on sale, but that refund is money returning to your own retirement account. Treat it as a deferral, not a loss — and model it before you assume your sale proceeds.

The Upgrader Sequence, Step by Step

For an HDB owner moving to a private condominium, sequence is everything. Get it right and the cash requirement shrinks. Get it wrong and you fund a six-figure duty bill you did not plan for.

  1. Establish your CPF position first. Log into your CPF account and note three numbers: OA balance, total CPF used for the existing flat, and the accrued interest on that usage. Most upgraders know the first and cannot produce the other two.
  2. Get your loan re-quoted at 2 per cent and above. Maximum purchase price is a function of income, existing debt and the stress-tested rate. A rate assumption from last quarter overstates your budget.
  3. Decide the sale-and-purchase order. Selling first reduces or removes the Additional Buyer's Stamp Duty exposure but may require interim housing. Buying first preserves continuity but means funding ABSD up front, with possible remission or refund if you sell within the permitted window.
  4. Reserve cash for Buyer's Stamp Duty. BSD is payable within 14 days of exercising the Option to Purchase and cannot be paid from CPF. On a S$1.5 million unit this is roughly S$44,600; on S$2.2 million, about S$69,600.
  5. Plan the refund before you plan the next downpayment. The CPF refund reduces cash proceeds from your sale. Your next downpayment must be funded from what is left, plus your OA balance — not from the headline sale price.
  6. Match the loan tenor to your holding period, not to the longest tenure the bank offers. A lower instalment over a longer term is not cheaper; it is more expensive spread thinner, and it delays your CPF refund.

Worked Examples in SGD

Example A — Selling a resale flat at S$650,000, upgrading to a S$1,500,000 condominium

Assume S$220,000 of CPF Ordinary Account had been used for the flat, with S$78,000 accrued interest. Outstanding loan: S$150,000.

Gross sale price S$650,000 − outstanding loan S$150,000 − CPF refund S$298,000 = S$202,000 net cash before agent commission, legal fees and any SSD.

On the purchase: 5 per cent minimum cash downpayment S$75,000, Buyer's Stamp Duty about S$44,600, legal and valuation about S$3,500 — roughly S$123,100 of cash. The sale funds it; the 20 per cent balance of S$300,000 can come from CPF OA, subject to the Valuation Limit and the 120 per cent Withdrawal Limit.

Watch the trap: the CPF refund is often larger, and arrives later, than upgraders expect. Without the accrued interest in your model, that S$298,000 looks like S$220,000 and your plan is short by six figures.

Example B — First-time purchase of a S$2,200,000 condominium (no CPF used previously)

Purchase price S$2,200,000. Loan at 75 per cent LTV = S$1,650,000.

Minimum cash downpayment (5 per cent) S$110,000, Buyer's Stamp Duty about S$69,600, legal and valuation about S$3,500 — roughly S$183,100 in cash. The remaining 20 per cent, S$440,000, can be drawn from CPF OA within the VL and 120 per cent WL.

Instalment on S$1.65 million over 30 years: about S$6,100 a month at 2.00 per cent, against roughly S$5,600 at 1.40 per cent. The 60 basis point difference is about S$500 a month — small against the price, decisive against the servicing ratio.

Illustrative figures, rounded. Actual VL, WL, accrued interest, stamp duties and eligibility depend on your individual record and the transaction date. Confirm your own numbers with CPF Board, IRAS and your mortgage adviser.

Common Mistakes

  • Forgetting accrued interest. It compounds at the OA rate and quietly reduces your sale proceeds.
  • Assuming the 5 per cent cash rule can be met with CPF. It cannot. The minimum cash component is cash.
  • Spending the CPF refund twice. It goes back into CPF first, not into your next downpayment.
  • Using a stale mortgage rate. Packages have moved; a June assumption is not an October budget.
  • Buying before you know your ABSD exposure. The order of sale and purchase can change the bill by six figures.
  • Emptying the Ordinary Account without preserving retirement headroom — especially for buyers in their forties and fifties.
  • Treating the Withdrawal Limit as free money. It is a withdrawal cap for loan servicing, not an entitlement.

Should I Use CPF at All Right Now?

Use CPF when: your loan rate is above 2.5 per cent and you intend to hold long term; you want to preserve cash for the stamp duty and contingency; or your OA is earning more than the loan costs.

Use cash when: you may sell within a few years and want to avoid the refund-and-interest clawback; you are near retirement and want to protect your OA; or your loan rate is below 2.5 per cent and the OA interest is worth more than the liquidity.

There is no universal answer in a 2.00 to 2.55 per cent rate band. There is only your answer, and it is worth 30 minutes of arithmetic.

Frequently Asked Questions

What is the CPF Valuation Limit for housing?

The Valuation Limit is the lower of a property's purchase price or its market value at the time of purchase. For HDB flats financed with an HDB concessionary loan, your combined CPF usage plus outstanding loan is capped at the Valuation Limit.

What is the CPF Withdrawal Limit for private property?

For private residential property, the Withdrawal Limit is generally 120 per cent of the Valuation Limit. It gives more CPF headroom while servicing a bank loan, but the refund obligation on sale is unchanged.

Should I use CPF or cash when mortgage rates cross 2 per cent?

It now depends on the arithmetic. With the CPF Ordinary Account paying 2.5 per cent and competitive fixed packages near 2.00 per cent, the gap has closed. Borrowers holding CPF while servicing a loan above 2.5 per cent are paying a real cost; those holding CPF against a sub-2.5 per cent loan are still ahead.

Do I have to refund CPF with accrued interest when I sell?

Generally yes. CPF used plus accrued interest is returned to your CPF account before cash proceeds are released. If you are 55 or older selling your last property, conditions may allow you to keep the refundable amount as cash.

Can I use CPF for the downpayment of a condominium?

CPF Ordinary Account savings can fund the portion of the downpayment above the 5 per cent minimum cash component, subject to the Valuation Limit and the 120 per cent Withdrawal Limit for private property.

Can foreigners use CPF to buy property in Singapore?

No. Foreigners without CPF must fund a private property purchase with cash and bank financing, and pay the prevailing Additional Buyer's Stamp Duty rate for foreign buyers. Permanent Residents have CPF but face residency-based caps and duty rates.
