Upgrading From HDB to a Condo or EC in 2026: What URA's Q3 Data and a 32,800-Unit Pipeline Mean for You

Suburban condo prices rose 2.3% last quarter, new ECs are almost sold out, and a big wave of supply is coming. Here is how I help HDB upgraders read the market before they commit

Upgrading From HDB to a Condo or EC in 2026: What URA's Q3 Data, a 32,800-Unit Pipeline and Thomson Reserve's Launch Mean for You
Source: URA, Stacked Homes

If you own an HDB flat and have been thinking about upgrading, the last two weeks have given you a lot of news to digest. URA released its third-quarter 2026 figures on 23 October. Thomson Reserve, a 1,268-unit condo off Upper Thomson Road, holds its official sales launch on 31 October. And the executive condominium (EC) market has almost run out of new units to sell.

Here is what each of those means for an upgrading family, and the questions I would ask before choosing between a new launch condo, a resale condo and an EC.

What URA's Q3 2026 numbers say

According to URA's release (23 Oct 2026):

The part I find most useful for upgraders is the contrast. Suburban condos, where many HDB upgraders shop, saw the strongest price rise. At the same time, the Government is deliberately keeping supply high. URA's confirmed Government Land Sales supply for 2026 is 9,320 units, more than 50% above the ten-year annual average.

In plain terms: prices in the suburbs are still edging up, but you are not facing a supply shortage. You have choices, and more are coming.

The new launch question: what Thomson Reserve tells us

Thomson Reserve is the largest new private launch of 2026. According to the developers, as reported by Stacked Homes (15 Oct 2026), prices start from:

Interest has been strong. Propwise reported that the project collected about 3,200 cheques (also reported by EdgeProp, 28 Oct 2026) ahead of launch, more than 2.5 times the number of units.

For an upgrading family, though, the numbers to focus on are not the crowds. Stacked Homes (15 Oct 2026) notes that Thomson Reserve's starting price per square foot is 11% to 21% above the median resale prices of nearby older condos such as Thomson Three and JadeScape this year.

That is the classic new launch trade-off. You pay more per square foot for a brand-new project, a full lease, new facilities and a progressive payment schedule that spreads your payments during construction. With a resale condo nearby, you often get more space for the money and can move in sooner, but you take on an older lease and older facilities.

Neither choice is wrong. But I always ask my clients to compare the same budget across both, so they see exactly what the premium is buying.

The EC question: very few units left right now

ECs are popular with HDB upgraders because they are priced below comparable private condos and come with income ceilings and eligibility rules that keep the buyer pool smaller.

Right now, the choice is very thin. According to URA data reported by Stacked Homes (15 Oct 2026, updated 19 Oct 2026):

The next big opportunity is likely to be CDL's 430-unit Wynwood Grand in Woodlands, the first EC in Woodlands since 2014. Market reports (e.g. Stacked Homes, 15 Oct 2026) suggest it could open for applications around December, with bookings in January 2027, though dates are not confirmed until the developer announces them. URA's confirmed list for the second half of 2026 also includes 735 EC units, which will feed into future launches.

If an EC is your goal, the practical step is to get ready now: check your eligibility under the current rules, work out your loan and cash position, and plan how the sale of your HDB flat fits the timeline, so you can apply with confidence when a launch opens.

How I would approach the upgrade decision now

1. Start from your numbers, not the showflat. Work out what you can sensibly afford based on your sale proceeds, CPF, cash and a loan you are comfortable servicing, even if interest rates rise. URA and HDB both noted (23 Oct 2026) that the macroeconomic outlook remains highly uncertain, including for interest rates.

2. Compare three options side by side. For the same budget, look at a new launch condo, a resale condo in the same area and, if you qualify, an EC. Compare size, remaining lease, completion date and monthly instalments.

3. Plan the sequence of selling and buying. Whether you sell first or buy first affects your stamp duty, your cash flow and where you live in between. Get this right before you put down a booking fee.

4. Do not let launch-day momentum decide for you. Big launches are designed to create urgency. With about 32,800 units potentially coming to market in the next one to two years, a calm decision is usually a better one.

5. Look at the region, not just the project. Suburban prices led in Q3, but every estate moves differently. Check recent transactions near the project you like.

The bottom line

The Q3 data paints a market that is firm but not frantic. Suburban condo prices are still rising, new ECs are scarce for now, and plenty of new supply is on the way. For HDB upgraders, that is a good moment to prepare thoroughly, rather than to rush.
